SOTULUB: The Story of a Vision and Commitment towards a Green Tunisia
We cannot grasp the highly strategic scope of the action performed by SOTULUB since its establishment in July 1979 unless integrated within the historical process of the environmental protection policy in Tunisia.
SOTULUB's creation represents an absolute highlight of this lengthy process, even before ecology became one of the core foundations of sustainable development at the national and international levels.
In view of their devastating impact on the ecosystem if they were to be dumped in nature, and as their regeneration for the production of base oils was certainly an innovative and pioneering project back in time, SOTULUB came up with the idea of collecting used lubricating oils. However, the implementation of such a project required a substantial investment and, notably, adequate technical solutions combining, both, ecological and economic imperatives.
Tunisian engineers had, then, made it possible to take up the challenge by launching a pioneering company, rightly deemed to be a national pride and a fine jewel of the green economy whose reputation and expertise have transcended national borders.

SOTULUB was created on July 17 and Mr. Belgacem Mezni was designated as CEO thereof.

In November, after weeks of hard work in the laboratory, SOTULUB staff came up with a 100% Tunisian solution with respect to the regeneration of used oils. Ever since, the SOTULUB plant has produced quantities of base oil in compliance with international standards for virgin oils, while meeting the technical requirements of key supply companies (Total, Shell, SNDP and OiLibya), thanks to its new fully-fledged process designed by its own engineers and perfectly adapted to the company's existing facilities.

An invention patent (Antipoll) was filed at the National Institute for Standardization and Industrial Property (INNORPI) and was duly recognized and certified.

SOTULUB was awarded the first Presidential Grand Prix of 1995 for environmental protection.

Entry into force of Decree No. 2002-693 dated 1 April 2002 relating to the terms and conditions for the recovery of used lubricating oils and oil filters and their management.

As part of its diversification strategy, SOTULUB entrusted, during the first quarter of the year 2003, to a specialized office the development of two technical and economic studies for the collection of used tires, as well as their accessories, and used plastic oil cans. These studies culminated in the submission, in July, of two final reports containing the main conclusions and results of both studies.

Entry into force of Decree No. 2002-693 dated 1 April 2002 relating to the terms and conditions for the recovery and management of used lubricating oils and oil filters, as of 1 July 2004. Conventions were first concluded between the National Environment Protection Agency (ANPE) and SOTULUB, and then between ANPE and companies selling lubricating oils in Tunisia. Under these conventions, SOTULUB will sell to these companies all of its produced regenerated oils at TND 1200/ ton (VAT excluded) and will charge the services relating to the correction of heavy oil viscosity at TND/ ton. The shares during "N" year for each of these companies, in terms of regenerated oils, are determined according to what they sold on the local market during year N-1. Consequently, SOTULUB will establish its sales program of regenerated oils for year N based on the production carried out during year N-1.

The identification of certain actions aimed at promoting the activity of collecting used oils, namely:

Increase in the number of collection region managers under the new organizational structure put in place as of January 1, 2004 (i.e., 5 areas instead of 3).

Construction of two new depots for the intermediate storage of used oils collected by subcontractors (one in Kairouan and another in El Kef).

As it began seeking new marketing outlets for the services provided by the fine analysis laboratory, SOTULUB concluded a three-year convention with The “Office de la Marine Marchande et des Ports” (OMMP) of Tunisia, with a view to analyzing and controlling pollution along the Tunisian coast and trade ports.

Appointment, on April 4, of Mr. Ahmed Souibgui as CEO of SOTULUB.

As part of the efforts made by SOTULUB to eliminate environmental threats within the factory, cooperation with the Center of Biotechnology of Sfax was crowned by the selection and identification of a variety of bacteria capable of removing existing hydrocarbons in waste land and sewage.

In order to improve the quality of regenerated oils, SOTULUB concluded a contract for the acquisition of an evaporator with a capacity of 12 m3 and two heat exchangers (key parts of the used oil regeneration unit).

As part of its strategy to promote used oil collection activities, SOTULUB was finally able to acquire a plot of land with an area of some 1350 m2 for the construction of a depot for the intermediate storage of oils used in the governorate of Medenine.

After that, a spin-off unit was set up within SOTULUB. It has participated in all the actions and seminars relating to this matter. The unit, then, identified the project of maintenance, preventive safety and new developments in the field of equipment and installations relating to used oil collection activities.

The company has organized its entities within the plant site (in Bizerte), by redeploying its technical staff as part of a new dynamic aimed at significantly increasing the used oil regeneration unit's performance and that of the grease-manufacturing unit.

SOTULUB's status as a publicly funded company was confirmed by the Ministry of State Property and Land Affairs, and then by the National Observatory for Public Procurement.

Since the end of 2009, SOTULUB has started an intra-company action aimed at improving its marketing strategy, for its three aspects (ecological, industrial and commercial) to be perceived together, as their overlapping is the guarantee for the company's sustainability.

On July 7, the National Agency for Energy Management in Tunisia (ANME) approved the first draft program of actions identified by SOTULUB in collaboration with the design office "CRA2E"

As part of the efforts made by SOTULUB to protect the environment and improve air quality, an order was placed, in September 2011, for the acquisition of a flare to burn process gases produced by the regeneration unit.

Conclusion of a convention with ANGED to improve the used oil collection process and the fight against illegal collectors, by applying a new transfer price for used oils collected from holders (from 15 to 50 millimes).

SOTULUB's membership in the corporate environmental communication project launched by CITET, in partnership with ANPE and The German Agency for International Cooperation (GIZ).

Negotiations were held with a view to signing an agreement on making accessible SOTULUB's oil regeneration technology to "Leroux & Lotz Technologies" company to design and promote modular units of nominal annual capacity of 8,000 to 12,000 tons of used oils. Conclusion of the used oil collection subcontracting agreement in 11 areas for a five-year period as of 01/03/2019. For the twelfth area (in the southwest), the current five-year subcontracting agreement expires at the end of February 2020.

Studies and tests were carried out in collaboration with the Center of Biotechnology of Sfax concerning the use of bio-filters for the treatment of gases emanating from the condensates of the intermediate storage tanks before the flare. They resulted in the drafting of more detailed specifications that will help guide, in a more precise and effective way, the dimensioning of bio-filters.
